**Summary/General Description Of Job:**
Responsible for performing the full range of contract administration and management functions, as well as providing leadership to the business and program leaders of one or more significant government contract projects/programs.
The Contracts Manager assists company subsidiary presidents and project management in achieving program business goals and objectives by leading and/or assisting the team in business meetings, negotiations, contractual agreements, customer correspondence, and contract administration. Must be adept at recognizing contractual issues according to contract terms and conditions and as they relate to performance, implementing solutions, carrying to completion, while exercising good judgment with minimal supervision. Demonstrate a sound understanding of business agreements such as teaming agreements, joint ventures, non-disclosure agreements, etc., along with FAR/DFAR knowledge and the understanding of management, organization, planning and controls.
**Essential Duties & Job Functions:**
* Work with subsidiary presidents, business development and operations regarding contract terms and conditions
* Review contract documents for accuracy and sufficiency with government contract requirements
* Review proposals for sufficiency with government contract requirements
* Offers solutions to mitigate contractual / program risks
* Develop negotiation strategies
* Negotiation, definitization and execution of contracts in compliance with customer requirements, company policy/procedure, and applicable law/regulation
* Providing guidance to project and Business Development teams on how terms and conditions affect proposals and contracts
* Coordinates and works with internal and external customers for prime contract matters
* Knowledge of and Compliance with FAR, DFARS and all other applicable federal laws and regulations
* Maintain contract files current for duration of project
* Post award contract administration; to include modifications, certified payrolls and close out
* Resource during proposal phase, negotiations and contract performance
* Generates and/or reviews contract documentation and obtains subsidiary president or management approvals as required
**Accountable For:**
* Develop and maintain positive customer relationships, both internally and externally, and interface with customers and Chugach management to proactively resolve problems and secure necessary reviews and approvals
* Maintaining confidentiality when working with sensitive and proprietary information
* Timely, accurate, cost-effective performance of duties
* Working independently without continuous supervision
* 7+ years of direct experience working with US Federal Government and DoD contracts in a contract administration or contracting officer capacity
* Bachelors degree in Business Administration, Contracts, Supply Chain or a related field or equivalent combination of education and experience
* Experience negotiating contract terms, conditions and change management
* Thorough knowledge of and experience working with FAR, DFARS and other agency supplemental regulations
* Experience with various contract types (CP, FFP, T&M;, IDIQ) as well as both sole source and competitive proposal processes
* Ability to recognize, evaluate and offer mitigation alternatives for business risks including contractual, financial, performance and schedule
* Ability to solve problems, develop solutions, and assist the business leaders in achieving their financial and performance goals and objectives
* Experience researching compliance issues, applicable regulations and laws, and formulating recommendations to management
* Ability to work within a team, fostering teamwork and trust with both external and internal customers
* Capable of developing and maintaining customer relationships based on professionalism, responsiveness, and ethical conduct
* Excellent organizational and time management skills are essential
* Capable of handling several assignments concurrently while still meeting customer and business deadlines
* Understanding of proposals
* Experience in cost and pricing analysis
* Experience navigating government sites and databases such as FPDS, FSRS, SAM and DoD's Electronic Document Access (EDA)
* Skilled in written and oral communications to prepare written guidance and decisions and to explain and defend decisions to managers and auditors
* Conducts training as needed
* Conducts audits as needed
* Occasional to medium travel will be required as dictated by business needs
* Advanced knowledge of Microsoft Excel, Word, Outlook, SharePoint and Adobe Acrobat Standard
* Masters degree in Business Administration, Contracts, Supply Chain, Law or a related field
* Knowledge of program management principles, company policies and procedures
* NCMA certification (CPCM or CFCM)
* Demonstrated business acumen with the ability to clearly recognize risk elements in business transactions with respect to cost management, earned value, funding management, reporting, etc.
* Positive attitude, original and independent thinking to assist management and other members of the current contracts staff in formulating and executing business strategies to reduce risk, enhance customer satisfaction, build positive customer relationships, improve profitability and support the generation of additional smart business opportunities
* Basic understanding of accounting principles and practices
